The ruler is the caliph of Allah in the land of Allah. Therefore, the Khilafah or representation of Allah Ta'ala can never be established in opposition to the instructions of Allah Ta'ala. So fortunate is the ruler who preserves the religion even if he sacrifices his kingdom, who does not sacrifice his religion by preserving his kingdom, revives the Sunnah through justice, does not make it dead by oppression, leads the people forward by governing well, and destroys their future by ruling badly. 

does not, in order to strengthen the state policy, to strengthen the state foundation, to implement the orders of Allah Ta'ala in the land. Because, it is not impossible to stick to the religion while managing the state leadership and the people. After fulfilling the obligatory laws of Allah Ta'ala, it is the duty of a ruler to do justice among the people. To behave well with them, to raise the status of Deen and Shariat.


He must remember—if his soldiers or people also commit oppression, the guilt of it will rest upon him. If he did not forbid knowingly, while he was capable of forbidding. If he establishes justice among the people, makes judgments in the light of the Qur'an and Sunnah, then the reward of his one day's worship will be equal to or more than the worship of all the people.
